INTERFACED WITH STATION 46 OF SDFD IN-PERSON TO DISCUSS OPTIONS FOR EMERGENCY INGRESS OF FIRST-RESPONDERS WHILE THE COMMUNITY IS ACTIVELY EGRESSING DURING AN EMERGENCY. ONE OPTION MIGHT BE TO USE THE EMERGENCY EXIT JUST OFF OF SAN DIEGUITO RD FOR INGRESS OF SDFD AND SDPD WHILE ALLOWING DOUBLE EGRESS GATES AT THE NORTH AND SOUTH GATES.

Santaluz Emergency Communication Drill

A Santaluz Community emergency communication drill was held on January 19, 2019 at 1:00 to 4:30 pm by the Emergency Preparedness committee (EPC). The meeting place for the drill was the O’Connell maintenance yard where the emergency trailer is located. The EPC directors conducted the drill. Those in attendance included Chris Smith, Coco Chapman, Lora Sandroni, Adina Roberts, Nick Cohenmeyer, Tuck Forsyth, Mahmood Hossain, Kirk Kenney, and David Bagley.
The objectives of this communication drill were as follows:
1. Make contact with all Santaluz Neighborhood Coordinators (NC) using the communication radios in each of their homes.
2. Make contact with all Santaluz Neighborhood Coordinators (NC) using the communication texting system on each of their cell phones.
3. Resolve preplanned “emergencies” in the neighborhoods.
4. Resolve “uncovered” neighborhoods where Neighborhood Coordinators are not available.
The Drill:
A call on the radio system was made requesting the Directors to deploy to the O’Connell maintenance yard. Directors arrived at the location and set up the infrastructure for the drill.
A call on the radio systems was made to the NCs requesting them to respond. After a 45 minute delay due to poor internet connection and reliability, text messages were made to the NCs requesting them to respond regarding availability and neighborhood status.
During the texting session, several preplanned “emergencies” were texted into the command center. Each “emergency” was recorded and resolved by an available Director.
A brief discussion on the success of the drill, lessons learn/areas for improvement.
1. Successes:
a. Neighborhood coverage – 32 out of 34 neighborhoods covered (94%).
b. The percentage of responders in this drill, via the texting system (65%) was seen as a good success with 30% of the NCs responding on the radio. The combination of both communications systems (radio and text) yielded 94% neighborhood coverage.
c. Orienting a director on logistics to cover neighborhoods where NCs are not available.
d. Dave Bagley was trained on sending out the texts to NCs.
e. Neighborhood cross reference maps proved to be very useful in directing an NC to a neighborhood emergency location.
f. Practiced resolving preplanned neighborhood “emergencies”.
2. Lessons learned/areas for improvement:
a. Need to check batteries in radios. Even when fully charged, some would cut out during transmission.
b. Internet access was very slow using hotspot from phone. Will need to look into getting internet access via satellite to improve reliability especially during an emergency when the internet will be greatly impacted.
c. Need some additional items to accommodate the drills/emergencies – chairs, table, duct tape, extension cords, and steps.
d. Evaluate interior/exterior lighting for drills/emergencies at night.
e. Cross training directors on the all EPC procedures.
f. Color code/ID keys for faster entry.
g. Update supply list in the trailer.
h. All Directors should have a copy of the Standard Operating Procedures.
i. Participation by Security Director needed at all drills. (If security director is not available, another senior security officer will need to attend.)
