Immediate danger? Call 911.
The gate-opening procedure has two initiation paths, with independent-action and EPC fallbacks: an HOA director directs Securitas, or Securitas asks an HOA director, to open the emergency evacuation gates and clear traffic-blocking bollards. If Securitas cannot reach an HOA director within the time reasonably available given the emergency, Securitas may act independently. If neither the normal HOA/Securitas path nor independent Securitas action occurs in time, EPC members may act to open the gates and operate bollards to clear the route. The deadline depends on the exigency; no fixed number of minutes is specified.
Nick confirmed on October 11, 2026 that EPC directors have the keys, codes or tools needed to open the evacuation gates and clear the bollards. This confirmation is limited to EPC directors; access means were not confirmed for all EPC members. Possession of access means does not establish training, every gate's operability or route safety. No keys or access codes are reproduced here.
Use the exit references in Chapter 14 to learn the documented connections. Mechanism-specific operating instructions, current traffic conditions and any restrictions must be checked before use. A gate-opening procedure does not establish that a particular route is currently open or safe. The mechanical direction of bollard movement must be checked on the actual equipment; this draft deliberately says "operate" rather than "raise." Do not conduct a live gate operation as part of this document review.
